THE PUSH TO ELECTRIC DRIVE: A WORK IN PROGRESS

Spencer Abraham, U.S. Secretary of Energy in George Bush’s first term, says this regarding setting ground rules for energy technology investments in his recently released book, “Light’s Out! Ten Myths About (And Real Solutions To) America’s Energy Crisis:”

“First, there should be no congressional earmarking of federal energy research funds. The Department of Energy should be free to choose funding objectives using its expert panels and advisors rather than ceding decisions to the interests of legislators.

Second, once a priority is chosen, we should stick with it. There should be no flavor of the month oscillations. Research is a long-term undertaking and we should treat it as such.”

He goes on to say that government funding should team with private investment to stretch research dollars. And that Government, including Congress should stay out of the business of picking specific winners and losers.
